Yes — after the dampness is understood and fixed. Sometimes that's a downspout extension, sometimes a crack injection, sometimes real waterproofing. Finishing over a moisture problem just hides it until it ruins the new work, so we always deal with water first. It's the least glamorous part of the job and the most important.

Ontario regulates certain trades for good reason. Electrical work is performed by Licensed Electrical Contractors under ESA notifications, plumbing by licensed plumbers, and gas work by TSSA-certified technicians. Structural work like underpinning is engineered and municipally permitted. Jobs that need a licensed trade are routed to contractors who hold that licence.
